A 4" depth of cut will not be possible with a router bit and handheld router. Our longest spiral router bit has an overall length of 4" and roughly 1" will be housed in the router collet. If a 4" depth of cut is desired you may want to consider using a Forstner bit in a drill press to remove the majority of waste then clean up the mortise with a chisel.
