Unfortunately there is no such thing as a universal router bit because not all routers are made the same. In order to choose the correct router bit for your router, you need to know what size collet it has, the collect is the chuck that holds the bit shank. common sizes are 1/4", 1/2" and 8mm. once you know the collet size you can choose bits with the corresponding shank size. The horsepower rating of the router will also play a roll in choosing the appropriate bit for a specific task. there are many other factors that can be considered depending on the specific task at hand.
