Bought PDT-101HD templates; why don’t the Panel and Stile templates fit together like a puzzle? Are they defective?

I bought the PDT-101HD templates but think they may be defective. Are the templates for the Panel supposed to fit into the templates for the Stile like a "puzzle"? Why don't they match?

Yes, the pieces created by these templates fit together a bit like a puzzle. The difference between the rail template and panel template will allow the panel to fit up into the groove in the rail evenly. This difference is most noticeable with the smaller sized templates as the curves are more extreme. When assembled there will be a consistent amount of panel tongue installed into the rail groove.
