The recommended speed would be around 18k rpm. Using the lock miter bit in plywood can be tricky. The small tongue that is made on the vertical cut is only attached by the glue between the plys. Depending on the quality of the plywood the tongue will often break off. If you have problems you may want to consider a lapped miter router bit set which is better suited to plywood. https://www.infinitytools.com/routing...
